I’ve seen speculation these cameras may include ANPR (numberplate recognition) in order to help enforce the new ULEZ

Further discussion about the possible causes:

Nonsense! It’s to help stop crime, for example drug deals - that occur every hour at the end of that road. Fly tipping and prostitution at the end of the road are regular. I don’t like any of these crimes around my family and I’ve nothing to hide.

The police are not equipped or manned to deal with the level of ASB taking place in our cities.
