Orders for selling fish on doorstep

Every so often we have someone knocking on our door trying to get orders to sell fresh fish. Shouldn’t this require a hawkers licence?

You have no idea where the fish has been obtained either…

I wouldn’t buy can’t mess with that to risky and I would hope you would need some sort of licence or approval!!
