Railway Track Noise Between Forest Hill and Sydenham

Does anybody know why there is a excessive amount of rail track left on track,(not sure if its new or scrap) between Forest hill and Sydenham. (see uploaded pictures). The reason why I am asking is that when the fast trans go past this track it appears to rattle this track and the noise is horrendous.

I am aware that the track between Honor Oak and Forest Hill has recently been replaced and old track removed but not sure what this track is for.

Would be grateful if anyone has any information on this as the trains are waking me up very early in the morning

Those rails in the “four foot”, are placed in advance of track renewal, so this means that in a future line closure they will be replacing the track there. This could be weeks or even months in advance.

That is what I was thinking but they have been there now from before the first lockdown.
