Individual Throwing large quantity of fruit onto road at London Road/Dartmouth Road Junction

A short while ago we witnessed a man who’d we estimate to be in his sixties throwing kilos of fruit (mandarins) from his shopping bag at the junction of London and Dartmouth Roads and, when challenged by us, continuing to do so further up along Dartmouth Road towards the Sylvan Post. He ignored our attempts to ask about his behaviour and disappered into one of the pubs. We understand he has done this before with other items, including glass. If so, this suggests he has mental health issues of some kind and should be receiving help of some kind. This of course has caused a mess which will have to be cleaned up as the fruit rots. From enquiries, he seems to be known locally for this type of activity.
