Yes, unlike the gas from a balloon, that can be dangerous.
Is there an address/number from where it came? These things usually come with a deposit. Might be able to make a few quid and donate it to Leaf and Groove.

No deposit on these little canisters I don’t think. I just ordered one off the internet and didn’t tell me to return it. Also didn’t tell me it was dangerous.
Checked out the brand and it does say on most of the sites they are purchased from, that you can return them free of charge. Seems pointless for somebody to just dump it on London Road. Don’t want to point any fingers, but could it be from one of the businesses in Forest Hill?

It can be dangerous if someone breathes it in directly from the cylinder. As it is under the pressure this can cause the bends. Inhaling helium from a balloon is ok for most people as it is at atmospheric pressure already - if you have breathing difficulties best not to deprive yourself of oxygen though.
