Help needed with legal opinion on rough property owner

I (and my neighbours) really need some legal guidance with an absentee property owner and the landlord of the property. If anyone has used anyone or is qualified to give advice we are very keen to sort out massive issues we are having with a property next door.

This relates in some way to my Lewisham police post.
