Massive pile of tyres keeps growing

Is anyone else concerned by the huge pile of tyres being stored by the car wash place in the Old council yard / portacabin place between the railway bridge and top of Stanstead road on the A205. It’s so close to the houses on stanstead road, if there was a fire there it would be really dangerous. Each time I pass there’s more. I’m not sure where to report it. I emailed the council under fly-tipping But that’s not quite it. What do you think?

Don’t rush to be so judgmental guys, it may be the work in progress of a great artist. See below, this was once just a pile of tyres and I expect it got reported to the council many times before …
